Skeletor.

here's a nice story.
Szkieletor is the unofficial name of a 94 m 'skyscraper' in Krakow, Poland originally designed to be the home of the Main Technical Organization in 1975. However construction halted in 1981 due to 'economic constraints'. Knicknamed after the arch villain Skeletor from the He-Man and the Master of the Universe cartoon, popular in Poland in the late eighties it has been deemed too expensive to finish as well as to demolish. It is the tallest building in Krakow.
